Thousands of dockworkers across the U.S. East Coast and Gulf Coast are officially on strike after negotiations between their union and an alliance of employers failed.<\/p>\n

The International Longshoremen\u2019s Association (ILA) represents more than 85,000 workers and has been negotiating with companies, terminal operators, and port associations represented by the United States Maritime Alliance (USMX) since last May. Without a contract between the groups, as many as 45,000 members are walking off the job at more than a dozen major ports, including facilities in New York and Texas.<\/p>\n

Longshoremen\u00a0 people who load and unload cargo at ports\u00a0 on the West Coast are represented by a different union, which agreed to a contract last year.<\/p>\n

\u201cThe Ocean Carriers represented by USMX want to enjoy rich billion-dollar profits that they are making in 2024, while they offer ILA Longshore Workers an unacceptable wage package that we reject,\u201d the ILA said in a\u00a0statement<\/a>\u00a0Monday afternoon.<\/p>\n

 <\/p>\n

The ILA is\u00a0demanding higher wages\u00a0and a salary that outpaces inflation, which is\u00a0cooling\u00a0after a long stubborn streak, and provides more than the small wage increases included in its\u00a0last contract. Between 2018 and 2024, employees received a $1 per hour increase to their wages, to a maximum of $38 per hour about $79,000 annually on a 40-hour work week while new employees started at $20 an hour.<\/p>\n

Workers are also pushing for protection against automation and new technology devices in terminals. Exact details of the union\u2019s demands, or the alliance\u2019s offers, haven\u2019t been disclosed.<\/p>\n

\u201cThe strike is back,\u201d Todd Vachon, the director of Rutgers University\u2019s Labor Education Action Research Network, said Monday, pointing to the various labor actions taken by unions over the past few years. \u201cUnions have always fought to make bad jobs into good jobs. And when those jobs come under threat, they will fight to save them.\u201d<\/p>\n

 <\/p>\n

USMX has countered that it has provided several offers since discussions began as far back as\u00a02022, although negotiations kicked off in earnest in\u00a0May. On Sept. 26, the alliance\u00a0filed an unfair labor practice charge\u00a0and requested the National Labor Relations Board require the union to resume bargaining before a strike breaks out. According to the alliance, the parties haven\u2019t met in person since June.<\/p>\n

\u201cWe remain prepared to bargain at any time, but both sides must come to the table if we are going to reach a deal, and there is no indication that the ILA is interested in negotiating at this time,\u201d the alliance said on Sept. 23, according to a statement.<\/p>\n

 <\/p>\n

The strike is the first at these ports since 1977, when trade accounted for just 16% of the U.S. economy, compared to 27% in 2024, the Washington Post\u00a0reported<\/a>. ILA President Harold Daggett was among the workers who picketed at the time and recently called it a \u201ctough strike<\/a>.\u201d<\/p>\n

Ports and facilities handling approximately 51% of the nation\u2019s overall port capacity are likely to be affected by the potential walkouts, according to the\u00a0Mitre Corporation<\/a>, and impact almost every industry, delaying everything from shipments of foreign fruit to supplies for automakers and pharmaceutical companies.<\/p>\n

 <\/p>\n

The potential damage of such a strike is expected to cost somewhere between $1 billion and\u00a0$5 billion per day, according to analysis from shipping container marketplace Container xChange and J.P. Morgan. Oxford Economics has said a prolonged strike could impact up to 100,000 jobs and reduce U.S. economic activity by between $4.5 billion and $7.5 billion for every week it persists.<\/p>\n

\u201cThe congestion and delays at these major ports will severely impact the availability of containers, increase costs, and disrupt schedules,\u201d Container xChange CEO Christian Roeloffs, whose company works with\u00a0more than 1,500 shipping companies<\/a>, said in a Thursday advisory to customers.<\/p>\n

 <\/p>\n

Although the White House and federal agencies have encouraged the ILA and USMX to meet at the bargaining table, President Biden has signaled he won\u2019t interfere with the workers\u2019 strike. Under the Taft-Harley Act, the president can impose an 80-day period where workers go back to work while negotiators work on a deal.<\/p>\n

 <\/p>\n

A\u00a0177-member strong coalition of trade associations<\/a>\u00a0wrote to Biden weeks before the contract expired to ask him to invoke Taft-Harley and avoid the strike. Suzanne Clark, the president of the U.S. Chamber of Commerce, said failing to intervene would be \u201cunconscionable,\u201d according to a Monday\u00a0letter<\/a>\u00a0to the president.<\/p>\n

\u201cIt\u2019s collective bargaining. I don\u2019t believe in Taft-Hartley,\u201d\u00a0Biden told reporters on Sunday.<\/p>\n
