Finland is preparing for one of the most significant changes to its gambling system in decades, moving away from its long-standing state-dominated model toward a licensing framework that will allow private operators to offer online betting, casino games, slots and money bingo under Finnish regulation.<\/p>\n

Parliament adopted the new Gambling Act in December 2025, while President Alexander Stubb approved the legislation on 16 January 2026. Operators have been able to apply for licenses since 1 March, although licensed private gambling services are not expected to launch until 1 July 2027<\/strong>.<\/p>\n

State-owned Veikkaus<\/span><\/span><\/span> will retain exclusive rights in areas including lotteries, scratch cards and physical slot machines.<\/p>\n

The reform is intended to reduce gambling-related harm while bringing more gambling activity under Finnish regulatory oversight. However, the transition will also create a significantly more complex market for consumers accustomed to a single dominant domestic provider.<\/p>\n

From monopoly to a competitive online market<\/h2>\n

Under the existing system, Veikkaus is widely recognized as Finland’s principal domestic gambling operator. The licensing model will introduce multiple private companies, brands, websites, payment systems and promotional offers.<\/p>\n

However, Germany’s regulatory structure is divided across different gambling categories and authorities. Rules governing sports betting, virtual slots, poker, lotteries and online casino games can differ.<\/p>\n

For consumers, this means that simply seeing a claim that a company is “licensed” may not be enough. They may need to determine exactly which company holds the license, which website is authorized, which gambling products are permitted and which authority supervises the activity.<\/p>\n

Finland could avoid some of these complications by developing a single, clearly organized licensing information system.<\/p>\n

Player protection becomes a central issue<\/h2>\n

The opening of the market will also place greater emphasis on responsible gambling measures.<\/p>\n

Germany’s system includes player accounts, identity verification, deposit restrictions, exclusion mechanisms and measures intended to identify problematic gambling behavior.<\/p>\n

Finland is expected to implement its own safeguards, but authorities will also face the challenge of making those protections understandable to consumers.<\/p>\n

Finland now has an opportunity to establish a simpler system before private operators begin competing in the market in July 2027.<\/p>\n

For consumers, the success of the reform may ultimately depend on whether three questions can be answered quickly and clearly:<\/p>\n
