The findings have prompted criminal referrals for more than half of the 373 businesses inspected between early 2023 and autumn 2025.<\/p>\n<p data-start=\"488\" data-end=\"877\">According to officials, 198 restaurants \u2014 about 53 percent of those audited \u2014 were found to have committed serious financial irregularities, leading to police referrals for possible criminal prosecution. The investigation, part of Finland\u2019s intensified campaign against the grey economy, primarily targeted small and medium-sized establishments offering fast food and ethnic cuisine.<\/p>\n<p data-start=\"879\" data-end=\"1050\">Tarja Valsi, Director of Grey Economy Control at the Tax Administration, said the operation was based on risk analysis identifying sectors most prone to tax evasion.<\/p>\n<blockquote data-start=\"1052\" data-end=\"1253\">\n<p data-start=\"1054\" data-end=\"1253\">\u201cOur findings confirm that the most common tax-dodging restaurants are small or medium-sized bars, pizzerias, and kebab outlets,\u201d Valsi noted. \u201cThe risk-based targeting has clearly been effective.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"1255\" data-end=\"1531\">Auditors discovered \u20ac18.3 million in unreported income, resulting in \u20ac4.8 million in unpaid value-added tax, \u20ac2 million in missing wages, and \u20ac1 million in unpaid withholding taxes. A further \u20ac2.5 million was imposed in income tax on disguised dividends.<\/p>\n<p data-start=\"1533\" data-end=\"1704\">Authorities also issued 450 additional reports to other agencies, highlighting potential benefit fraud, unpaid pension contributions, and suspected money laundering.<\/p>\n<p data-start=\"1706\" data-end=\"1806\">Valsi said the results mirror findings from a similar nationwide audit conducted a decade earlier.<\/p>\n<blockquote data-start=\"1807\" data-end=\"1951\">\n<p data-start=\"1809\" data-end=\"1951\">\u201cLittle seems to have improved over the past ten years,\u201d she said. \u201cMost businesses do operate properly, but misconduct remains widespread.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"1953\" data-end=\"2288\">The report further indicated that non-compliance was significantly higher among foreign-owned restaurants than Finnish-owned ones.
