The International Monetary Fund\u00a0found\u00a0in 2019 that Africa had become the world\u2019s fastest-growing region,\u00a0with the\u00a0World Economic Forum\u00a0predicting its population would double to around 2.2 billion by 2050.<\/p>\n<p>China is Africa\u2019s\u00a0biggest bilateral trading partner,\u00a0having\u00a0surpassed\u00a0the US in 2009. Before the coronavirus crisis hit the world economy, the value of Sino-African trade reached \u20ac161 billion ($192 bn) in 2019.<\/p>\n<p>\u201cRight now you could say that any big project in African cities that is higher than three floors or roads that are longer than three kilometres are most likely being built and engineered by the Chinese,\u201d Dave Roggeveen, the founder of specialist publication MORE Architecture, told\u00a0Forbes\u00a0in 2018.<\/p>\n<p>As well as infrastructure, China has invested massively in media in Africa \u2013 with state-run Xinhua News Agency developing the continent\u2019s\u00a0biggest network of correspondents. Nairobi is at the center of China\u2019s African media presence, with Xinhua moving one of its headquarters from Paris to the Kenyan capital in 2006.<\/p>\n<div id=\"tms-ad-inread-8889661512724225\" class=\"tms-ad\" data-tms-ad-type=\"inread\" data-tms-ad-provider=\"invibes\" data-tms-ad-status=\"loaded\">\n<div id=\"divVideoStepAdBottom\" class=\"divVideoStep\"><\/div>\n<\/div>\n<p>France\u00a0is now also seeking to make new inroads on the African continent by tweaking its strategy towards developing nations. Paris\u00a0has managed to increase its global\u00a0aid\u00a0budget even amid the\u00a0coronavirus\u00a0crisis, with development spending rising from\u00a0\u20ac10.9 billion in 2019 to \u20ac12.8 billion in 2020.<\/p>\n<p>On March 2, French MPs approved\u00a0a\u00a0bill increasing\u00a0France\u2019s\u00a0aid budget to 0.55 percent of GDP by 2022. President Macron&#8217;s government is also\u00a0stepping up efforts to ensure the aid money is effective.\u00a0The draft law enshrines\u00a0five key objectives \u2013 \u201cto fight against poverty, to\u00a0counter\u00a0climate change, to bolster public health, to\u00a0expand\u00a0education services and to achieve gender equality\u201d\u00a0\u2013\u00a0focused on Sub-Saharan Africa and also Haiti.<\/p>\n<p>\u201cInternational solidarity has never been more necessary than it is now,\u201d said Louis-Nicolas Jandeaux, a spokesman for Oxfam France. \u201cThe Covid-19 pandemic shows us how so many major challenges \u2013 like fighting poverty and protecting public health \u2013 are connected. Given that France is a leader on these multilateral issues, and given that French President Emmanuel Macron has spoken so much about boosting international co-operation, France really has to set a good example on issues like aid spending.\u201d<\/p>\n<p>The bill also seeks to give France more bang for its aid buck by merging its two development agencies. The French Development Agency \u2013 which\u00a0bestows\u00a0loans and grants \u2013 will be merged with France Expertise \u2013 which focuses on the nitty-gritty of development project logistics.\u00a0This merger will allow French aid workers to \u201crespond better and more directly to the needs of the countries we\u2019re working in\u201d, said J\u00e9r\u00e9mie Pellet, director of France Expertise.<\/p>\n<p>The law includes a plan to repatriate \u201cill-gotten\u201d assets the French justice system has confiscated from foreign leaders.\u00a0France has made efforts to go after corrupt politicians who have stashed millions on French soil. In 2020 a Paris court\u00a0<a href=\"https:\/\/www.france24.com\/en\/20200210-paris-court-confirms-suspended-sentence-fine-for-playboy-son-of-e-guinea-leader\" target=\"_self\" rel=\"noopener\">sentenced<\/a>\u00a0Teodorin Obiang, vice president of Equatorial Guinea, to three years in prison and a \u20ac30 million fine for laundering money through French properties.<\/p>\n<p>Redirecting illicit money back to the people is also part\u00a0of a diplomatic strategy to boost France\u2019s image in Africa.<\/p>\n<p>\u201cThis aspect seems so morally sound that it\u2019s almost impossible to be against it,\u201d said Magali Chelpi-den Hamer, the head of the humanitarian and development program at Paris-based think-tank IRIS\u00a0(the French Institute for International and Strategic Affairs). \u201cHowever, the volume of money concerned will be relatively low.\u201d<\/p>\n<p><strong>Avoiding the debt trap<\/strong><\/p>\n<p>France has had a long and complicated relationship with Africa. It gained control of vast\u00a0swaths\u00a0of the continent \u2013 mainly by seizing most of western Africa \u2013\u00a0in the competitive conquest of the continent launched by European powers from the 17th century.<\/p>\n<p>After a wave of successful independence movements in the 1950s\u00a0and 1960s, France maintained close relations with many Francophone ex-colonies\u00a0in a policy that came to be known as\u00a0<em>Fran\u00e7afrique<\/em>. Advocates of this approach saw France as a guarantor of stability on the continent, but critics saw France\u00a0as loath to give up its colonial-era influence and continuing to play a clientelist role.<\/p>\n<p>The French state\u2019s focus on Africa\u00a0waned\u00a0in the 1990s as it turned its attention toward European integration.\u00a0But France has once again set its sights on the continent to counter China\u2019s rising influence.<\/p>\n<p>And this time France seeks to ensure that its activities on the continent do not carry any reminiscence of neo-colonialism, with a new aid policy favoring grants over loans.<\/p>\n<p>Analysts have become increasingly\u00a0concerned\u00a0about China creating debt traps with its hefty loans to African countries, for which it is the biggest bilateral lender. Chinese loans to underdeveloped countries are even bigger\u00a0than indicated by the\u00a0official figures: around half of them are not reported to the\u00a0International Monetary Fund\u00a0or World Bank, a\u00a0report\u00a0for German think-tank the Kiel Institute for the World Economy found in 2019.<\/p>\n<p>Until now, France has not had a stellar record on\u00a0loans either:\u00a0in 2018, half of its development aid was in loans instead of grants, according to Oxfam. Nevertheless, while \u201cWestern countries also use debt to gain influence in African countries, unlike China they\u2019re very keen to avoid setting debt traps,\u201d\u00a0said IRIS\u2019s Chelpi-den Hamer.<\/p>\n<div id=\"tms-block-7819270416445492\" class=\"o-self-promo o-self-promo--nl\" data-selfpromo-newsletter=\"\">\n<div class=\"o-self-promo-wrapper\">\n<p class=\"o-self-promo__text\">\n<\/div>\n<\/div>\n<blockquote><p>We\u2019re fighting China in a battle for influence \u2013 and a battle over what system of government countries should see as their model &#8211; French Foreign Minister Jean-Yves Le Drian told France Inter radio last month.<\/p><\/blockquote>\n<p>China\u2019s increasing involvement in Africa threatens to \u201cend up being\u00a0negative\u00a0over the medium to long\u00a0term\u201d, Macron warned at a press conference in Djibouti on his 2019 African tour.<\/p>\n<p>\u201cI wouldn\u2019t want a new generation of international investments to encroach on our historical partners\u2019 sovereignty or weaken their economies,\u201d he added.<\/p>\n<p>France\u2019s aid reform bill now goes to the Senate and is expected to become law this summer.<\/p>\n<p><em>AmNews\/France24.<\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>Africa\u2019s booming economies and population have created lucrative opportunities for international players, making the continent a hotbed of geopolitical competition over the past decade.
